
Earthworks is the movement and reshaping of ground on a site: cut and fill to design levels, bulk earthmoving, embankment and batter formation, placement of engineered fill and compaction to the specified standard.
Earthworks decides how much material leaves a site and how much stays. Balanced properly, it is the cheapest phase to get right and the most expensive to get wrong.

Where excavated material is suitable, it is reused on site as fill rather than removed and replaced with imported stone. On sloping sites this can remove a substantial number of lorry movements from the programme.
Fill is placed and compacted in layers rather than dumped in bulk. Formation is proof rolled and soft areas are dug out and replaced before anything is built on top.
It depends on the material. Granular material is often suitable; wet clays and organic material generally are not and would need to be replaced.
