Do you lay the tarmac surface?

We construct the road to sub-base and kerb level and prepare it for surfacing, and co-ordinate with the surfacing contractor for the binder and wearing course.

What is needed for a road to be taken in charge?

Roads intended for taking in charge must be built to the local authority's standard for construction, drainage, kerbing, footpaths and services. Build to the approved drawings and specification, and keep the records the authority will ask for.

Yes. Surface-water gullies, connections and manholes are installed as part of the roadworks package and tied into the storm drainage system.
