Compaction is achieved with the correct plant and number of passes for the material and layer thickness, and verified by testing to the engineer's specification where the design requires it.
Raising levels is possible, but it changes how water moves across the site and around neighbours. It should be designed with the drainage strategy and, where required, agreed under planning.
