Earthworks Explained: Cut, Fill and Compaction
Earthworks reshape a site to design levels by cutting high ground and filling low ground, placing material in compacted layers so the finished platform carries the loads the design assumes.
The short answer
Earthworks are the bulk movement and reshaping of soil and rock to bring a site to the levels shown on the drawings. The work covers topsoil strip, cut and fill, engineered fill placement, embankments, capping layers and compaction.
The objective is a platform at the correct level with predictable bearing capacity and positive drainage — not simply a flat site.
Cut and fill, and why balance matters
Cut is material excavated from high areas; fill is material placed in low areas. When the two are balanced, most of the arisings stay on site and haulage and disposal costs fall sharply.
Not all cut material is suitable for fill. Topsoil, peat, soft clays and contaminated material are usually removed, while granular material and competent subsoil can often be re-used as engineered fill.

Compaction and layer thickness
Fill is placed in layers of a specified maximum thickness and compacted with rollers appropriate to the material. Too thick a layer cannot be compacted through its full depth, which leaves a weak band that later settles.
Where the specification calls for it, compaction is verified by testing rather than judged by eye, and the results are kept as part of the certification record.
Water, weather and programme
Earthworks are weather-sensitive. Wet cohesive material cannot be compacted properly, and a formation left open in heavy rain will soften. Temporary drainage, working falls and sensible phasing protect the work already done.
Programming earthworks for drier spells where possible, and cutting the platform in sequence with the drainage installation, avoids repeated re-working of the same ground.
